THE MEETING OF SUBBOARD

The function of the president of sunnoard of vet stations of Vojvodina is temporarily done by Dragan Krznarić.
On a meeting of subboards of vet stations of Vojvodina which was held on 23rd November 2007 in Novi Sad was talked about actuel questions related to privarization of public veterinarian firms and the work of union.
After discussion a conclusion was made the the function of the president of subboard of vet stations of Vojvodina is temporarily done by Dragan Krznarićand on the next meeting of subboard his position of the president will be verified..
It was also concluded that the manager of the vet stations should be given a request to the acceptance of the team of unions including Jelena Češljević, Franja Orešković, Dragan Krznarić, Jovan Mirčeta and Dimitrije Živanović who would state problems related to the privatization of the vet stations and the third side signing the collective contract.

THE VISIT TO THE COUNCIL OF NOVI KNEZEVAC

there were talks about further functioning of the council of the Association of the independent unions of the municipality.
The secretary of the councli of the Association of the independent unions of Vojvodina Miodrag Bradonjić and newly chosen president of the council of the Association of the independent unions of more municipalities Kikinda, Čoka and Nova Crnja  Ilija Drljić visited the councli of the Association of the independent unions of Novi Kneževac on 22.nd November 2007. On that occasion there were talks about the functioning of this council and realization of already existing decision that VSSSO Nove Kneževac would function in future next to the councli of the Association of the independent unions of Kikinda, Čoka, Nova Crnja and Novi Kneževac.
During this working visit there was a meeting on the same topic and the meeting in "Lepenka" with members of union organization. With managers of "Lepenka" there were talks about working of this privatized firm, investments and further perspective.

THE CENTRAL STRIKE BOARD WAS HELD

On Friday 30th November 2007. a warning strike of workers in gas and oil industry of Serbia will be held in the period between noon and 1 pm.
The suggestion of the law of free division of shares were the topic of the meeting of the central striking board of workers in gas and oil industry of Serbia which was held on 21st November 2007.in Belgrade.On this meeting were present the vice-president of the Association of the independent unions of Serbia Dragan Zarubica, vice-president and secretary of the council of the Association of the independent unions of Vojvodina Milanko Bodiroga and Miodrag Bradonjić
On a central striking board a unanimously was made a plan of following activities. On Tuesday 27th November 2007, there will be a meeting with the president of SSS Serbia and press conference as well as the meeting of board of JSO NIS ad and the presidency of JSO NIS Naftagas and independent union of energetics. On Thursday 29th November is a big meeting of oil and gas unions of Serbia on SPENS at 11:59 under slogan "It is one minute to 12" and on Friday 30th November, 2007.a warning strike of workers in oil and gas industry of Serbia will be held between noon and 1pm.
The demands of those on strike are: the division of free shares to employed in NIS as and public companies Srbijagas and Transnafta and other public companies, all in accordance with the law and the decision of the government of the republic of Serbia and adopted strategy of privatizing advizer and application to the accepted strategy of privatization of the Government of the Republic of Serbia for NIS.

ROUND TABLE ABOUT SOCIAL DIALOGUE

The participants stated their dissatisfaction about Serbia being the only country in the regiao of south east Europe which does not have a collective contract on the national level.
In the organization of the rpovince's board SSSM for Vojvodina from 20th to 22nd November 2007 in Kanjiza there was a round table on the topic "The reality if the social dialogue". In the work of the round table next to representatives of the independent union of metals of Vojvodina and "Nezavisnosti" were people from unions from BiH, Serbian Republic and Hungary.There were talks about the state in the social dialogue in Serbia and about that talked Milan Jeftić, the representative of the Fridrih Ebert foundation,Belgrade office.
The president of PO SSSM for Vojvodina Vlado Miljuš mentioned in his statement the realioty of the social dialogue in Serbia nd Vojvodina. The current state, emphasized Miljuš, would best be illustrated through non existence of general and special collective contratcts for the industry. According to the international organization collective contracts and negotiationg present the social dialogue.
The participants in the round table came to express their dissatisfaction because Serbia is the only country in the regiaon of south east of Europe which does not have the collective contract on the national level. It was said that because of the union has radically change the way of working.

BAD RELATIONS WITH EMPLOYER

"Sebastijan limarija Jedinstvo" also asked for help in Bačka Palanka where rights of employees were not respected and the influence of union stopped.
For a long tim union organization of AD "Sebastijan limarija Jedinstvo"from Bačka Palanka with the help of the council of independent unions has tried to start a realistic social dialogue with employers of this company but with no success whatsoever.
In order to peacefully solve burning questions, without contacting governing bodies, talks were organized with representatives of union VSSSO Bačka Palanka on which were present the secretary of council of SSS Vojvodina Miodrag Bradonjić, the president of the Independent union of energetics, petrochemistry, chemistry and non-metals of Vojvodina Ljubiša Nestorović, the president VSSSO Goran Milić and the secretary in the presidency VSSSV Milina Tušjak. The president of the union organization of 'Nopal' also talked about problems in the functioning of this union organization on the level of employers-union.
According to the information from the independent union of "Sebatijan limarija Jedinstvo" the law of work, the law of safety and health at work as well as the constitution of of the Republic of Serbia and international conventions of work are drastically being violated. Since there is a wish not to ask protection of working and union rights through inspections and the court, a mutual meeting was suggested to be held within eight days, with employers and the owner of this company.

ADVICE RELATED TO PAYING OF SALARIES
For the help in dealing with many problems asked representatives of the union organization "Topiko" from Bačka Topola.
Because of more problems related to paying of salaries and legal bonuses, the representatives of unions employed in 'Topiko' Backa Palanka asked for help specialized department of the council of the Association of the Independent Unions of Vojvodina.In this company in which there are around 570 employees, the salary for the September of this year was paid in the level or below of the minimal salary. In addition to that in August of this year employees did not get their salaries.
"Topiko" was privatized in 2002.From 2003. employees were not paid legal bonuses. Regardless of all difficulties after privatization of this company , employees have been working all the time giving good results on the level of norms and standards. Even though it was announced that salaries for October would be paid in similar way, employees are ready to find the best solution togheter with their employer.

TO DEVELOP INTERNATIONAL RELATIONS

The president of the Association of the Independent unions of agriculture of Vojvodina was present on the congress of agriculture and food industry in Slovenia.
Experiences in the building of autonomus union in Slovenia as an importatn factor in protection of employees were important for Vojvodina, especially for the reforms in the union. This was pointed out by the president of the Association of the Independent unions of agriculture, food, tobacco industry and waters and forests of Vojvodina Jelena Češljević, while participating in the work of Congress in Slovenia. The congress was held in Dobrna on 16th November 2007.
In her talk to the congres, Jelena Češljević also mentioned that there are no boundaries for the capital and big companies in these times. Because of all that it will be necessary for the unions to develop mutual cooperation.

GUESTS FROM ROMANIA

In the council of the Association of the Independent unions of Vojvodina there was a reception for representatives of several unions from Hunedoar from Romania.
The secretary of the council of the Association of the Independent unions of Vojvodina Miodrag Bradonjić and the president of the union of employed in health and social protection of Vojvodina dr Dunja Civrić,were hosts on 16th November 2007 to representatives of several unions from Hunedoar from Romania.
On a reception in the council of the Association of the Independent unions of Vojvodina with the people from the Romanian unions experiences were exchanged related to organization and the work of unions. In talks it was emphasized that both sides were ready to cooperate especially when it comes to the city unions.

TO SIGN A COLLECTIVE CONTRACT

Members of POS of health and social protection of Vojvodina talked abot several important questions.
Activity of the Province's Board between two meetings, how talks were developing on a concluding of the collective contract as well as an agreement about activities in departments for social protection in AP Vojvodina, were topics which were among others on the list of topics discussed on a meeting of POS.
The meeting of the Province's Board of unions of employed in health and social protection was held on 15th November 2007. in Novi Sad. Members of the Province's board said that they would not give up on signing of the collective contract.
Province's board of unions of of employed in health and social protection of Vojvodina also thinks that this union should be included in talks with the government of the Republic of Serbia related to the law of salaries.

8 - 11. November 2007,  Slovenia

RETURNING VISIT 

Members of the delegation of The Association of the Independent Unions of Pancevo with colleagues from Maribor and Omoroz exchanged experiences related to ways of organizing and methods of reacting.
In the returning visit to the Union of Maribor- Območna organization ZSSS Podravja, from 8th to 11th November 2007.in Maribor and Ormož was a delegation of The Association of the Independent Unions of Pancevo with the president Milanko Bodiroga.In the delegation was also the secretary of the Council of SSS Vojvojvodina Miodrag Bradonjić.
 This visit is the result of several years long cooperation between The Association of the Independent Unions of Vojvodina and Zveze svobodnih sindikatov Sloveniia and an agreement of connecting unions of some regions or cities. First such cooperation was realized between Maribor and Pancevo during the beginning of this year.
 During this visit a working meeting was held on which experiences in organization and methods of acting were exchanged and visits to some firms were also organized. At the end of this meeting it was agreed to promote the cooperation between Maribor and Pancevo into cooperation between the city unions.First steps will be done on connecting and cooperation between unions of government, law and health.

HOW TO SOLVE SEVERAL DILEMMAS

 The presidents of the union organization "Mitrosrem" asked for help in resolving several problems.  
The president of The Association of the Independent Unions of employed in agricultural, food, tobacco industry, water and forests of Vojvodina Jelena Češljević and the secratary in the presidency of the council of The Association of the Independent Unions of Vojvodina Milina Tušjak, talked on 9th November 2007 with the presidents of the union organization "Mitrosrem" and the Council of SSSO Sremska Mitrovica. 
The topic of the conversation was the fact that employers instead of realizing their obligations according to the social programme which is a part of buying contract, offer to ther employees an option of voluntary leaving of the firm with consolidation money which is lower that according to the social programme.In cases like these workers usually go for the short term solutions of their socila problems not thinking enough about the perspectives in getting the new employment as well as the level of their rights which they can realize through the market of work. 
The problem is that legal dilemma related to voluntary leaving of the company has not be solved yet, it is not clear what is considered to be that voluntary leave based on agreed stopping of the working relations based on the initiative of the employer, when employees have the right to get the fionancial compensation based on theit inemployment according to the National service for employment.

RECEPTION FOR THE GUEST FROM CROATIA

In the Council of SSS Vojvodina a reception was organized for the president of The Unions of employed in agricultural, food, tobacco industry, water and forests of Croatia.
The president of The Association of the Independent Unions of Vojvodina PhD Milorad Mijatović, the secreatry of SSS Vojvodina Miodrag Bradonjić and the president of The Association of the Independent Unions of employed in agricultural, food, tobacco industry, water and forests Jelena Češljević were hosts on the 7th November 2007.to the president of the Unions of amployed in agricultural, food, tobacco industry, water and forests of Croatia Josipu Pavić. 
On a reception which was organized in the council of The Association of the Independent Unions of Vojvodina for the guest from Croatia experiences were exchanged related to organization and the work of unions. It was emphasized that both sides were ready to cooperate with all rescpect to each other and on equal grounds. It was also concluded that the process of transition was developing the same way and that union organizations had almost identical problems in the last decade and a half.

MORE ENDANGERED RIGHTS 

The Province's board of the independent union of energetics,petrochemistry,chemistry and non-metals of Vojvodina concluded that the amking of the general collective contract is only at the beginning. 
On a meeting of the Province's board which was held on the 5th November 2007 in Novi Sad there were talks about activities between two meetings of the Province's board of the independent union of energetics,petrochemistry,chemistry and non-metals of Vojvodina, information of the suggested version of the law about privatization and activities related to concluding the special collective contratc for the area of chemistry and non-metals of Serbia. 
The province's board of the independent union of energetics,petrochemistry,chemistry and non-metals of Vojvodina was not satisfied with the realization of conclusions of the presidency of POS which is related to the solution related to those who have some functions but are ready for the pension.  
It was also concluded that the making of general collective contract was still in the beginning phase and that the situation with the city collective contract was not better. It was said the the Law about work did not define this obligation and that the union of employers is using that fact.  

2th to 4th November 2007, Deva (Romania)

SEMINAR FOR PRESIDENCY OF EUROREGION

 The first phase of the future project is finished and the second should be finished within a month.

 From 2nd to 4th November 2007. in Deva Romania, a seminar for the presidency of The Euroregion of unions Dunav - Kriš - Moriš - Tisa was held. Participants in the seminar were the members of the presidency of Romanian unions. 
 On the seminar were presented organizations of unions through swot analysis which was a condition for future possible projects of the European Union. Two instructors helped in work and should be also helping with the creation of the mutual project.
 In Deva on the seminar for the presidency of The Euroregion of unions Dunav - Kriš - Moriš - Tisa the first phase of the future project was done and the second should be finished within one month. Because of that the next meeting of members of the presidency will be on 30th November 2007 in Kečkemet, Hungary. It is expected that a mutual project of three unions of The Euroregion of unions Dunav - Kriš - Moriš - Tisa will be finished in around three months.

VISIS OF GUESTS FROM ROMANIA

 The topic of the meeting was the presenting of the Law about work of the two countries and their comparison.

 For members of the unions of chemistry and energetics of Romania a working visit was organized to SSSV and province's board of the independent union of energetics, petrochemistry, chemistry and non-metals of Vojvodina.
 Ljubisav Orbović the president of the independent union of chemistry and non-metals of Serbia was with guests from Romania. The republic's board of this union already has several years' long cooperation with the colleagues from Romania.
 The topic of the meeting was the presenting of the Law about work of Romania and Serbia and their comparison with the goal to start the changes of this law in Serbia. The presidents of unions of chemistry and energetic of Romania were introduced to the way SSSV and the independent union of energetics, petrochemistry, chemistry and non-metals of Vojvodina are organized.

TO MUTUALLY SOLVE PROBLEMS

The members of unions and managers of the companies of the primary agricultural production who have the same owner stated that they were ready to solve problems together in future.

 The meeting of union organizations, owners and managers from the companies: "Mala Bosna" Subotica, "Agrobačka" Bač, "Graničar" Gakovo, "Aleksa Šantić" Aleksa Šantić, "Bačka" Kula, "Mlinpek" Apatin and "Jedinstvo" Gajdobra, was held on 1st November 2007 in Radnički dom in Novi Sad. The topics of the meeting were current activities in union organizations, problems at work the protection of the rights of workers.
 After a talk of several hours of the owner of these companies Mile Jerković, the managers and union members it was concluded that there was a need for this sort of social dialogue in this company. It was concluded that protection at work was important and that the owner of the company took steps to solving this problem.
 It was also mentioned that employers are ready to work in future with members of union to solve problems. That is how the problem of paying salaries through credit cards in some companies was solved. There was a special question about the rent of land. As it was emphasized the position of employed in agriculture is dependent on the land in the first place so it was insisted that in auctions more rights are given to the current renter. The Independent union of agriculture has been mentioning this problem for a long time.

On a meeting of POS grafical, publishing and informational services of Vojvodina it was cocnluded that the Independant Union needs to be reformed.
